Federal Safety Investigators made an unprecedented move to recommend a total ban on cell phones while driving except for emergencies.

These recommendations can about after several recent deadly distracted driving crashes. One that was analyzed occurred when a teen sent or received 11 text messages in the 11 minutes preceding a crash that killed him and another person and injured 38 others. The crash involved two passenger vehicles and two buses.

The National Transportation and Safety Board said all electronic devices should be banned, except those designed to assist drivers, such as GPS units.

While many states, such as Wisconsin, have imposed bans on using handheld devices while driving, the law in difficult to enforce and no states have banned the use of hands-free devices. In Wisconsin, drivers are not allowed to use cell phones to write or send text messages while driving, but they are still able to talk or read text messages while driving.

Investigators said that even hands-free devices are too distracting to use while driving and no life is worth a text, email or call.
